Three additions in response to external review: "When uniqueness fails" subsection naming the synthetic biometric arms race and migration paths, basic income reframed with explicit AUD 5-20/month early-stage figure (not the AUD 200 ceiling), and "What is actually likely" subsection acknowledging the realistic first-decade outcome of a few thousand committed members. Three more after that: Phased Implementation section with three phases, treasury politics paragraph, biometric kill-switch link.
Council restructure: 117 + Operating Committee presented as one integrated structure rather than 117 with a patch on top. Opening line "The Council is 117 in standing, fifteen to twenty-one in operation." Subsection "What the Council produces, honestly" carries the AI-honesty framing.
Origin story added: "Where the 117 came from" subsection with the full categorical breakdown of nine categories and named seats. Total resolves at 117. Defence of antagonistic inclusion with cost paragraph naming the trade-off explicitly. Defence of synthetic inclusion. The 117 grounded in actual provenance rather than treated as a number plucked from the air.

Founder allocation added in The Token and the Fuel section: 10-year compensation for the founding work, capped at 2.5% of annual licensing revenue or AUD 200,000 per year (whichever is smaller), paid from licensing revenue not from the reserve or basic income, sunsets at year eleven, amendable downward by member vote.
