# Data Sovereignty Isn't a Privacy Setting. It's an Economic Right.

Privacy gets framed as protection. Keeping things hidden. Preventing exposure. The GDPR, the privacy policies, the cookie banners - all of it sits inside a mental model where data privacy is about limiting what others can see.

That framing has some utility. It doesn't capture the more significant issue.

The main issue is economic. Your data is an asset. Every time a company collects it, processes it, and uses it to generate revenue, they're extracting value from something that belongs to you. Privacy settings don't fix that. They just let you limit the extraction slightly while the fundamental arrangement stays the same.

Data sovereignty is the different framing. It starts from the position that you own your data, not as an abstract legal principle but as a practical economic reality. You decide what it's used for, by whom, under what conditions. If it generates value, you get a share of that value. The platform is an intermediary that you choose to work with, not an owner of your information.

The gap between where we are and where data sovereignty would take us is enormous.

Right now: you generate data constantly. Platforms collect it. Platforms process it. Platforms monetise it. You receive a service in exchange. You don't know how much your data is worth. You don't have meaningful ability to negotiate the terms. The "exchange" of data for free services was never something you consciously agreed to in a negotiated sense - it was something that was slipped into terms of service by platforms that had no competition and no incentive to offer anything better.

Data sovereignty: you generate data. You decide who can access it and for what purpose. You receive compensation when it's used commercially. You can revoke access. You can see exactly what's been collected and how it's been used. The value flows to you, not through you on its way to someone else.

The second model sounds obviously better because it is. It didn't happen because the first model was already entrenched before most people understood what was being built.

A few things make this more urgent now than it was five years ago.

First, AI training data. The value of personal behavioural data has exploded because it's the primary input for training increasingly powerful AI systems. The same data that was worth a small amount to an advertiser in 2015 is worth significantly more to an AI company in 2025 trying to train models on genuine human behaviour. The asset got more valuable. The arrangement that strips it from you without fair compensation got worse.

Second, continuity and verification. The kind of data that's most valuable isn't a single data point - it's a continuous verified record of real human behaviour over time. A verified identity, consistent behavioural patterns, high-quality labelled data from real-world activity. That kind of data is extraordinarily difficult to acquire any other way. The person generating it is producing something genuinely scarce and valuable. Treating it as something to be collected for free is getting harder to justify.

Third, the regulatory environment is shifting. GDPR was a start but it didn't go far enough - it gave you the right to access and delete your data but not to be compensated for its commercial use. There are legislative proposals in various jurisdictions that go further. The direction of travel is toward more rights, not fewer. Companies that built on extractive data models are going to face a reckoning at some point. The question is when.

The practical obstacles to data sovereignty are real and worth being honest about.

Individual data is worth very little in isolation. An advertiser doesn't want your personal data - they want the aggregate pattern of millions of people like you. The value is in the collection, not the individual unit. This means individual data sovereignty frameworks need some kind of pooling mechanism - a way to aggregate individual data into valuable packages while maintaining individual control and distributing compensation. That's technically solvable but it's not trivial.

Identity verification at scale is hard. For your data to carry a premium because it's verified real human behaviour linked to a single genuine identity, there needs to be a trusted way to establish that link without requiring a central authority to maintain it. Biometric verification linked to a blockchain identity solves parts of this problem, but the onboarding and trust architecture needs to be robust enough that it doesn't become a single point of failure.

Monetisation channels need to exist. If your data has value, there needs to be an actual market where that value can be exchanged. Right now, the buyers (AI companies, advertisers, researchers) are accustomed to acquiring data through scraping, licensing from platforms, and their own data collection. Building the infrastructure for them to purchase directly from verified individuals at a fair price requires both the infrastructure and the demand-side willingness to pay. The demand is there in principle - getting there in practice takes work.

The cultural shift might be harder than the technical one.

People have internalised the idea that their data is a fair price to pay for free services. "If you're not paying, you're the product" has become accepted wisdom - something people say with a kind of resigned shrug, as if it's a law of nature rather than a design choice made by companies that benefited from it.

That arrangement was set up before people understood what it meant, and it persists because changing it would hurt the companies that benefit from it. That's not a good reason for it to continue.

The framing that makes sense to me is this: your data is labour. When a company uses your behavioural data to improve their product or train their model, they're extracting economic value from something you generated. That's work. In every other context where a company extracts economic value from a person's work, we'd expect some form of compensation to be part of the arrangement.

Data sovereignty is just the application of that principle to the digital economy. The argument isn't a particularly radical one - it's overdue recognition of something that was always true.
